A contract lands on your desk requiring "Level 2 certification to ISO 9712". Your technician holds PCN. Is that acceptable, or have you just lost a mobilisation?

This question costs the industry a genuinely silly amount of money, mostly because the answer is more straightforward than the confusion around it suggests. Here is how the two schemes relate, what the levels mean, and what to check before you commit a person to a job.

They are not competitors

The most useful thing to understand first: ISO 9712 is the standard, PCN is a scheme that certifies to it. They are not two alternative qualifications you choose between. They are different layers of the same structure.

ISO 9712 — "Non-destructive testing: Qualification and certification of NDT personnel" — sets out the framework. It defines the three levels, the required training hours, the industrial experience needed, the examination structure, the validity period and the recertification requirements. What it does not do is certify anybody. It is a specification for how certification bodies should operate.

PCN — the Personnel Certification in Non-Destructive Testing scheme, operated by the British Institute of Non-Destructive Testing — is a certification body that issues certificates in accordance with ISO 9712, accredited by UKAS to do so.

So a current PCN Level 2 certificate is a certification to ISO 9712. A specification demanding ISO 9712 Level 2 is satisfied by it. Anyone telling you otherwise has misread the requirement.

Then why does anyone get confused?

Two reasons, both historical.

The first is that PCN predates the current standard and built a strong enough brand that people came to talk about "PCN certification" as if it were a category of its own, in the way people say Hoover rather than vacuum cleaner. Twenty years of that habit is hard to shift.

The second is genuine: ISO 9712 is not the only game. The other major framework is ASNT's, and that one really is different.

Where the actual difference lies: ASNT

The American Society for Nondestructive Testing operates on a different model, and this is the distinction that matters commercially.

ASNT's widely used route, SNT-TC-1A, is a recommended practice for employer-based certification. Under it, the employer certifies its own personnel against a written practice that the employer produces, with a Level 3 taking responsibility. The qualification is therefore tied to the employer — move company, and you are recertified by the new one.

ISO 9712 certification, by contrast, is issued by an independent third-party body and belongs to the individual. It travels with them.

ASNT also offers ACCP, a central third-party scheme closer in philosophy to ISO 9712, but SNT-TC-1A employer-based certification remains far more common in North American practice.

This is the real fault line. Not PCN versus ISO 9712 — third-party versus employer-based. European, UK and most international specifications overwhelmingly require third-party certification. If your specification says ISO 9712 and your technician holds an employer's SNT-TC-1A certificate, that is a genuine gap, and no amount of arguing that they are equivalent in training hours will close it, because the point of the requirement is independence, not hours.

What the levels actually authorise

The three levels are consistent across ISO 9712 schemes, and they describe authority rather than skill.

Level 1 may carry out NDT operations according to written instructions, under supervision. They set up equipment as instructed, perform the test, and record results. They do not interpret against acceptance criteria and they do not decide whether something passes.

Level 2 may select the technique for the method, set up and calibrate equipment, interpret and evaluate results against applicable standards, and report. They may supervise Level 1 personnel. In practice, Level 2 is the working certification for the great majority of inspection.

Level 3 may take full responsibility for a test facility and its staff, establish and validate procedures and techniques, interpret standards and specifications, designate the methods and techniques to be used, and — critically — take responsibility for examinations where no codified acceptance criteria exist.

The distinction people get wrong is between Level 2 and Level 3. A Level 2 works to a procedure. A Level 3 writes the procedure and defends it. If your scope requires a technique to be qualified for an unusual geometry, or requires a judgement where the code is silent, that is Level 3 work, and no quantity of Level 2s substitutes.

What the training route actually looks like

People underestimate how much of the requirement is time rather than teaching. ISO 9712 sets minimum training hours per method and level, and separately sets minimum industrial experience — supervised work in that method before certification can be granted.

The training hours can be booked. The experience cannot be compressed. This is the constraint that catches employers planning a new capability: a technician can complete a Level 2 ultrasonic course in a fortnight and still be months away from certification because the experience requirement has not been served.

The hours vary by method — ultrasonics and radiography demand more than penetrant or magnetic particle, proportionate to how much interpretation each involves. Progressing from Level 1 to Level 2 carries a reduced training requirement compared with entering at Level 2 directly, so the route you choose changes the total.

Two practical consequences. Plan certification backwards from when you need the capability, not forwards from when you can spare people for a course. And make sure the supervised experience is genuine and documented — experience signed off that did not happen is the kind of thing that unravels at audit, and takes the certificate with it.

For employers building capability from scratch, entering at Level 1 and progressing is usually both cheaper and more defensible than trying to start people at Level 2.

Certification is method-specific and sector-specific

This catches people out more often than the scheme question.

A certificate is issued for a method — ultrasonic testing, radiographic testing, magnetic particle, penetrant, eddy current — and a technician certified Level 2 in UT is not thereby certified in anything else. Multi-method technicians hold multiple certificates.

Certificates are also issued for a sector, covering a product or industrial field: welds, castings, forgings, tubes and pipes, aerospace, railway, and so on. Level 2 in UT for welds does not automatically authorise UT of castings, which is a materially different job.

When you check a certificate, check three things and not one: method, level, and sector. "He's a Level 2" is not an answer to whether he can do your job.

Validity and recertification

ISO 9712 certification runs for five years. Renewal at the end of the first five-year period is normally on evidence of continued work in the method and satisfactory vision. Recertification at ten years is more demanding and typically requires re-examination.

Vision requirements are ongoing and annual: near vision and colour perception, tested and recorded. It is worth stating plainly because it is the requirement most often allowed to lapse, and an expired vision test invalidates the certification just as effectively as an expired certificate.

What to actually check before mobilising

Before a technician goes to a job with a certification requirement:

  • Scheme — third-party (PCN, or another ISO 9712 body) or employer-based? Match it to what the specification demands.

  • Method — does the certificate cover the method being used?

  • Sector — does it cover this product type?

  • Level — does the work involve interpretation and evaluation, or procedure development?

  • Expiry — certificate in date, and vision test current?

  • Client-specific approvals — some clients maintain their own approval lists on top of the certification. Being certified is not always being approved.

That last point is worth its own sentence. Certification tells you a person is competent to a recognised standard. Client approval tells you they are permitted on that client's site. Large asset owners frequently require both, and the second one is the one that gets discovered at the gate.

The short answer

If your specification says ISO 9712 and your technician holds current PCN in the right method, level and sector, you are compliant. If they hold an employer-issued SNT-TC-1A certificate, you are probably not, and that is the conversation to have early rather than at mobilisation.

Everything else — the training hours, the examination structure, the recertification intervals — is machinery that the certification body has already dealt with on your behalf. The certificate is the evidence that it happened.
